It looks like Electric Man in the background - in his metal space suit. I also note that he has a heck of a small stomach, but a really huge brain. Another reason, I guess, that he is King of all bad Guys.

@Matt in episode #77 it says that almost all the good guys in the city were kidnapped but it never gives any names. Gray Diamond, Graystone, Army Chihuahua etc were the only good guys who did not get stolen.
